It's hard to find mid to late 80's cars in the junk yard any more, but you can try. Chrysler used a few different gear ratios in the transfer gears and two different ratios for the ring and pinion.
The .91 ratio transfer gears have 57 teeth on the drive gear and 52 teeth on the driven gear. So, look for a set with that tooth count on each gear. You don't have to know which gear is which because there was never a set the other way around.
I know that 86-87 cars with 2.2 engines came with the .91 transfer gears. So, if you find a car from those two years, you have probably found the gears. There may be other years and engine combos that have them too, but you just have to check. You won't find them in a Neon, walk right past the Neons.
Run the transmission in first gear only.
Also, a Neon can get away with the 3.05 ring and pinion as long as it has the .91 transfer gears. Some have the 2.86 ring and pinion.
If you are just starting out and you still haven't found the gears you need, I wouldn't worry too much about it. If you are a second or so off the pace, you can get by with the gears that the Neon came from the factory with. As you get faster and faster, then you will start hitting the rev limiter before you are ready to let off the gas. That's not always a bad thing either because it forces you to go into the corner more like you should and get back on the throttle sooner. You can still be fast doing that.
Just get the rest of the car ready to go and get it to the track. Make the gears a lower priority.

If you're not getting up to speed fast and you're not hitting the rev limiter, the problem is not with the gears.
With the gears that are in a Neon from the factory, you can out accelerate anyone who has the correct gears for the track. You can out pull everyone off the corner with the factory supplied gears. The problem you'll have is hitting the rev limiter way too early if you are just as good as the faster cars.
Figure out where on the track you are slower than the fast cars and work on that before you worry about gears. Like I said earlier, don't worry about gears unless you hit the rev limiter and run out of RPM's.
Of course, if you are running in second gear instead of first gear, then that would be much of your problem right there. Is the transmission staying in first gear OK?

Whoever told you that doesn't want you to go fast.
A Neon running at Spartan Speedway in 2nd gear would be very slow off the corners. Very slow.
You will eventually learn who to listen to and who to make it look like you're listening.
